In Australia, the migration program is managed under the Federal Government’s portfolio of Home Affairs. The sitting Government writes the policy,. The Department of Home Affairs then applies the Policy. It needs to be recognised that both operate independently of each other, and WIA manages them accordingly.
The sitting Australian government can change every four years at parliamentary election time. Either the Labour or Liberal parties. Labour currently being in power.
However, the Department of Home Affairs remains the same institution, and the bureaucrats within it have been working in their roles for 20+ years.
